Canada has introduced a new open work permit (OWP) policy for Hong Kong residents awaiting permanent residency (PR) decisions. This initiative, effective from May 27, 2024, aims to support eligible Hong Kong nationals by allowing them to extend their stay and work legally in Canada while their PR applications are processed.

Applicants must have applied for PR under Stream A or Stream B of the temporary public policy for Hong Kong residents.

They should have held a valid work or study permit in Canada within the three years prior to their PR application submission.

Possession of a valid Hong Kong Special Administrative Region (HKSAR) or British National (Overseas) (BNO) passport is required.

Provides the ability to work for any employer in Canada, offering flexibility and opportunities to gain Canadian work experience.

Spouses, common-law partners, and dependent children over 18 included in the PR application can also apply for open work permits, facilitating family unity.
The Canadian government has been proactive in supporting Hong Kong residents, especially in light of political developments in Hong Kong. Online Submission: Applications must be submitted online through the Immigration, Refugees and Citizenship Canada (IRCC) secure account.
